"God gave them the like gift as he did unto us, WHO BELIEVED on the Lord Jesus Christ" (Act. 11.17). Believed is past tense before the gift of salvation."Then hath God also to the Gentiles granted repentance unto life" (v.18). Repentance comes before regeneration and eternal life. God grants everyone whosoever is willing. This is prevenient grace and is quite prevalent. Praise the Lord!
