I think a really good way to deal with Japan's unwillingness to stop killing dolphins would be stop buying products from Japan.

Stop buying anything imported from Japan, from cars to fish, etc. Next time I see something with a "Made in Japan" label I won't buy it until Japan stops killing dolphins.

The same goes for avoiding dolphin or whaling shows. For example, dolphins are stuck in a shopping mall at West Edmonton Mall in Edmonton, Alberta, Canada. So don't buy anything from West Edmonton Mall.
